Cable TV
| In 2024, nearly $61 out of every $125 maintenance fee
payment has gone to Spectrum for cable TV services. In 2025, the Association estimates that almost $66 out of
every $140 payment will be going to Spectrum. This will be due to a 5% increase in the base rate and estimated
increases in broadband surcharges and state & local communication service fees. In April of 2022, our then President signed a 60-month, bulk rate contract with Spectrum. The Association's records show quite a number of communication exchanges between President K. Call, Spectrum, and the Association's lawyers relative to expected overchargin on Spectrum's behalf. On December 1, 2024, President Flowers file a complaint with the Federal Communications Commission (FCC) relative to suspected overcharges. On December 3, 2024, the FCC notified Spectrum of the complaint and gave them 30 days to respond. Our monthly payment for 157 units stands at $9,685. The President awaits FCC notification of Spectrum’s response to the complaint, but holds little hope of recovering any funds. Included in the annual meeting packet was a cable TV questionnaire. Garbage Collection & Disposal | The Association pays the City of Titusville about $2,300 per month to
collect garbage from the four rented dumpsters on the complex. Garbage collection is scheduled for every Monday,
Wednesday, and Friday. The individual trash cans and recycle bins were returned to the city of Titusville. The
Association has asked the City to add an additional collection day after each of the five major holidays each year
(New Years Day, Memorial Day, Independence Day, Thanksgiving, and Christmas). The Association can ask the City to collect 5 days a week at no additional charge, but has yet to do so. If we call the City to make a special, non-scheduled, collection, the Association is charged ~$108. Please let the President know if we need to ask the City to collect 4 times a week - or even 5 by e-mailing the President at MeadowsSouthPresident@gmail.com. A compost pile for vegetative waste has been created near Cheney Hwy and Entrance 3. Please take any vegetative waste to this location. Please do not put bulky items into our dumpsters, as they are meant for small household items and bagged organic waste. Please bag all organic waste to help us prevent rodent and insect infestation at our dumpsters. If you have large items to dispose, there are two locations in Titusville north of the SR50/SR405 intersection: 3600 South Street (SR 405) Titusville, FL 321.264.5009 Open Monday - Saturday, 7:30 AM to 5:30 PM The facility is currently undergoing remediation and is not accepting rocks, metal, appliances, and tires. However, it is still accepting construction debris, home-owner generated & collected vegetative waste, and paints, oils, and other hazardous liquids at no charge. Mockingbird mulches vegetation, which anyone with a truck may pick-up for free, as long as their truck bed has a cover or tarp for containment. Commerically generated vegetative or construction waste must currently be disposed at the Central Disposal Facility on Adamson Road in Cocoa. .

| IrrigationIn March of 2006, the Association agreed to receive reclaimed water
from the City of Titusville for the watering of both common and private grasses within the Meadows South Complex.
The City controls when this water is made available for use and it can only be used when the City turns on its pumps
at the Blue Heron and Osprey Pumping Stations. Our complex is allowed to water twice a week during Spring & Summer,
and just once a week for Winter and the majority of Fall. | Obviously, our reclaimed water system is currently, mostly non-functional. Recent repairs have allowed the watering of some of the common areas adjacent to Highway 50. The President has appointed Susan Seger to lead a taskforce in developing a plan to remediate the reclaimed water sprinklers, solenoid valves, and distribution plumbing. The President expects the delivery of a recommended remediation plan before the Board of Directors meeting in March 2025. At the Annual Meeting, the Board intends to ask the membersship for its concurrence to spend up to $25,000 in 2025 to repair the broken system. If working, the reclaimed water provision is a great deal as the Association only pays $64 a month for an estimated 213,000 gallons per week. Should the Association approve these repairs, the President will keep the members apprised of repair progess. | Lawn ServiceThe Association has contracted with Pirana Lawn Services
through October of 2025 to provide mowing, edging, and blowing services. To date, the Association is very pleased
with the provision of services, as the owner has been more than willing to take on additional tasks requested by
the VP in the winter months. The Association pays Pirana $3,000 per month for their services. | Although not required by the Deed of Restrictions, the Association utilizes a portion of the monthly fees to pay for lawn service of homeowner's private property. This is the reason why 4-foot gates are required on each side of your fence (if you have one) - so that lawn crews can more easily access owner's backyards. | MailboxesEvery resident is assigned a postal box at one of the community
boxes. If you run into our mailman (Rick), he might be able to save you a trip to the post office to get your
assigned key. If not, you'll have to make it to the Titusville Post Office located at 2503 S Washington Ave. just north
of Harrison St. | If you get a package that is small enough to fit in the community parcel box, the postal carrier will place the key inside your box. Once you have removed the package, you can simply place the key back inside your box. If the box is too big for the parcel box, you'll have to make a trip to the Post Office on Washington to pick it up.

| Pest ControlBruce, with B&R Pest Control, visits the complex on the first
Tuesday of every month. Interior pest control service is an Association service, which is funded via your monthly fees.

| Stormwater Remediation ProjectOur association was sent a violation notice on
August 21, 2024 from the City of Titusville’s Code Enforcement Office regarding our stormwater drainage
along Apollo Road on the east side of the complex. | The association was facing a $250 per day fine, if the drainage issue was not repaired by October 4, 2024. On December 3, 2024, the BOD voted to approve a contract to repair the stormwater retention and drainage at a price of $29,650. This project will cost each unit owner $15.74 per month in 2025 and is the primary reason for the cost increase in monthly dues from $125 in 2024 to $140 in 2025. Noble Construction and Management of Sanford, FL has been put under contract to execute the repairs. The President remains in contact with the city’s code enforcement officer (Mae Wright), who stated she will not seek any fines as long as the Association proceeds with repairs in expeditious fashion. Noble Construction expects to start the work in early March with a total project time of 2-4 weeks. |
